Biography
Frank Wilfred Higgins (b. Chester, UK 1893 - d. Chester, UK 1978) attended Chester School of Art and also studied in London and Italy. he exhbited at the Royal Academy, Royal Hibernian Academy and widely in Canada as well as in Australia and on the continent, notably at the Paris Salon. Higgins joined the Art Workers’ Guild in 1936.
